Our Client’s Subsidiary in-house Research & Development capabilities, as well as strategic alliances with global research institutes enable it to continuously improve its technology.

As a HSE Officer, your primary role is to assist site management to discharge their statutory duties, particularly in the area of identification of workplace safety and health risks and in recommending the necessary control measures.

RESPONSIBILITIES:

  • Advise and assist site management with all HSE initiatives and activities.
  • Perform the duties and responsibilities of a Workplace Safety & Health (WSH) Officer at the assigned site, in accordance with the WSH (WSH Officers) Regulations (2007) under the WSH Act (2006).
  • Assist site management to discharge their statutory duties, particularly in the area of identification of workplace safety and health risks and in recommending the necessary control measures.
  • Interpret, disseminate, implement and ensure full compliance to all requirements, rules or regulation from WSH legal, MOM, ISO 14001, OHSAS 18001, HSE Management System and other relevant authorities.
  • Assist site staff in risk management and facilitate the conduct of site hazard identification, risk assessment and recommendation of safety controls and safe work procedures.
  • Develop, revise, update and maintain the site safety management system documents and ensure enforcement of the written policies and procedures.
  • Monitor and report HSE performance on a regular monthly basis, including HSE initiatives, programs and activities.
  • Develop, implement and rehearse emergency response plans and procedures, including fire safety and the training of first aiders, emergency response teams and CERT.
  • Facilitate regular site safety inspections and the reporting of all safe and unsafe conditions, including the follow-up actions until closure.
  • Conduct regular internal, and facilitate external, HSE audits, typically on a yearly basis and as and when required, and recommending continual improvements for the site.
  • Facilitate the periodic statutory inspections, licensing and certifications of site equipment and installations, and the submission of the necessary reports to the authorities.
  • Assist with the HSE qualification and management of contractors and sub-contractors at site, including compliance with all site safety rules and procedures.
  • Assist and provide guidance to site management in the investigation of safety incidents, including root cause analysis and the recommendation of the necessary corrective and preventive measures to prevent recurrence.
  • Advice site management on latest technical competency training requirements in safe work practices and procedures for all site staff.
  • Conduct internal safety training and facilitate the required competency training of site staff by external Approved Training Providers.
  • Secretary for the site HSE Committee, ensuring regular monthly meetings and essential topics to be discussed and communicated.
  • Develop and implement a yearly HSE work plan for HSE initiatives, activities and promotional programs to further improve HSE culture and performance.
  • Assist with HSE programmes, initiatives and activities, as assigned.
  • Perform the role of Fire Safety Manager (FSM) and adhere to the Fire Safety Act.
  • Carry out any ad-hoc assignments/tasks required.

REQUIREMENTS:

  • Degree / Diploma in a technical field with at least 5 years of relevant HSE working experience
  • Graduate in WSQ Specialist Diploma in Workplace Safety and Health (Level C)
  • Registered Workplace Safety & Health Officer with MOM
  • Registered FSM (Fire Safety Manager) with SCDF
  • Sufficient knowledge of fire safety, life-saving equipment & items
  • Detailed understanding and knowledge on WSH legal & other requirements
  • Able to organize and carry out HSE-related training
  • Able to establish and maintain a system of records and related documentation
  • Able to facilitate in obtaining all necessary permits and licenses
  • Good time management, leadership qualities and skills
